The NFIRS specification provides this definition for Relational Edit Rule 163 :

Rule : If Fire Module Block H1 “Mobile Property Involved” is not equal to 1, None or Blank AND Block F1 Equipment Involved in Ignition is not equal to Blank or None, an error is generated because there cannot be BOTH Mobile Property Involved and Equipment Involved in the ignition of the fire.
