The NFIRS specification provides this definition for Relational Edit Rule 37 :

Rule : If Property Use = 500 – 800 series and Incident Type = 100 series, except 113 thru 118, then On Site Materials, Block C on the Fire form must be entered (none is valid entry) else the field is optional.
